The Client's Challenge
Ireland’s climate strategy is hindered by slow progress, especially in decarbonising heat, which makes up 38% of energy-related CO₂ emissions. District energy, though vital for reducing emissions in buildings, is currently an underutilised solution.
To scale up deployment, Ireland needs targeted legislation, strong consumer safeguards, technical standards, and accessible funding. Without these, the country may fall short of its 2030 district heating target.
Talan's Solution
Talan worked with the IrDEA to propose a strategic plan to expand district heating in Ireland, inspired by successful models across Europe. The roadmap calls for:
- Reforming funding (e.g., SSRH adaptation and new grants),
- Introducing primary legislation for standards and protections,
- Supporting diverse ownership structures,
- Establishing consumer safeguards,
- Assigning regulatory authority to the CRU.
